Spatiul Public Bucuresti | Public Art Bucharest 2007 is a pilot project which creates a platform for trans-disciplinary discussions and debates exploring how public art encourages a critical engagement with the structures of power which are dominant in society.. The non-existence of a public sphere in Romania during Communism created the conditions for the unfettered capitalism of the post-Communist period to acquire a monopoly on the public space. Bucharest is one of the fastest developing cities in Europe, however one where post-Communism and globalization have created specific tensions and eccentric juxtapositions in the architecture, urban environment and social life. The ways in which people in the city perceive, experience and respond to these tensions define an active public space, which needs to be acknowledged by the cultural discourse and analysed in open debates.

The project Spatiul Public Bucuresti | Public Art Bucharest 2007 has three objectives:

—to support Bucharest’s synchronization with the evolution of contemporary art and to create awareness about the importance of the public space; —in the medium term, to create a self-sustained initiative for public art; —in the long term this self-sustained initiative allows continuous and consistent realization of public art projects.

For the pilot stage of the project, taking place throughout 2007, the following Romanian artists with international profile were invited to participate: Mircea Cantor, Anetta Mona Chisa in collaboration with Lucia Tkácová, Nicoleta Esinencu, H.arta, Daniel Knorr, Dan Perjovschi, and Lia Perjovschi. The artists’ projects confront the public with a series of contemporary themes relevant both from an international perspective and for a context in which the exercise of democracy has not yet been fully incorporated. The streets, squares and markets of the city, public and private institutions, public transportation, and mass media channels constitute settings for the artists’ interventions. Within the artists’ projects a central role is held by a multifunctional project space, which opens in September for one month, with a daily program of activities. Professionals from different fields will present and discuss contemporary issues. The project space will attra ct not only an audience with a cultural background, but also young people, a casual street audience or people frequenting bars. Along with the discussions and workshops, a variety of activities will be staged, such as lectures, film projections, musical performances and club events.

The artists’ books series is published by IDEA Publishing House Cluj and Walther König Cologne, 2007.

Spatiul Public Bucuresti | Public Art Bucharest 2007 opens on 20th of April 2007 with an international conference which brings together theorists, representatives of institutions which are supporting public art initiatives, as well as key figures of the cultural and public life of Bucharest. The conference participants are: Marius Babias, Marlis Drevermann, Sabine Hentzsch, Olaf Metzel, Timotei Nadasan, Horia-Roman Patapievici, Serban Sturdza, Michael M. Thoss, and Adriean Videanu.

UNAUFGERÄUMT / AS FOUND Urbane Reanimationen und die Architektur des Minimaleingriffs

Ein Diskurs über die Reaktivierung und Transformation von Räumen und Architekturen mit minimalen Mitteln und Ressourcen. Die ungewöhnlichsten Eingriffe in und Neuentwürfe für bisher dem Verfall preisgegebene urbane Randzonen, Zwischenräume und Baulücken werden oft mit minimalen Ressourcen und den einfachsten Materialien realisiert. Mehrere bereits realisierte Bauprojekte werden zeigen, wie eine Ästhetik des Unvollendeten und des Provisoriums unsere Vorstellungen von einem verwendbaren – und nützlichen – Raum neu formen kann.

Einfallsreiche Gestaltungen und Projekte in problematischen oder brachliegenden Räumen der Stadt oder ihrer Peripherie kommen auch ohne hochmoderne Materialien aus und entwickeln sogar eine eigene Haltung zu Formfindung und Bauästhetik.

Die innovativsten und dynamischsten architektonischen Gestaltungen ziehen ihre Inspiration oft aus dem Prekären – einer Situation geprägt von begrenzten Budgets und unbestimmten Standorten.

Kann neue Architektur – in einer Zeit der schonungslosen Erschließung und Gentrifizierung, Säuberung und Vervollkommnung urbaner Territorien zum Zwecke ihrer Anpassung an eine Ästhetik der gesellschaftlichen Erwünschtheit – subtilere Möglichkeiten der Interaktion mit einem gegebenen (bereits vorhandenen) Kontext entwickeln? Kann ein Design des ‚Low-tech’ und des „Laisser-faire“ Alternativen zu den dominanten treibenden Kräften der städtischen Erneuerung aufzeigen?

Dies sind die Fragen, die diese Ausstellung in den Raum stellt.

Urban reanimations and the minimal intervention

A discourse on the reactivation and transformation of spaces and architectures with minimal means and resources. The most unlikely interventions and redesigns for marginal and obsolete urban spaces are often implemented with minimal resources and the most basic of materials. Several built projects will show how an aesthetic of the unfinished and the makeshift can reshape our notions of useable – and useful – space.

The exhibition poses the question – in an age of relentless development and gentrification, cleaning up and perfecting urban territories to conform with an aesthetic of social acceptability, can new architecture devise more subtle ways to interact with a given (an existing) context? Can lo-tech and laissez-faire design present relevant alternatives to the driving force of urban renewal?

Resourceful designs and ventures into problematic or underused spaces of the city and its peripheries need not involve state of the art materials. It is often precariousness – a situation driven by limited budgets and indeterminate settings – which inspires the most innovative and dynamic architectural designs.

The Professorship of art and public space organizes a symposium on the transformations of the public realm and the possibilities for art and design to play a role there since the 1960s.

Dutch policies regarding public space have a long history of ideas on the communal and educational potentials of visual art. Shifts in concepts and practices of public space as well as concepts of art have given this tradition new directions.

During the last decades artworks have for instance been functioning as stimuli for the senses, as demarcations for specific places and spaces, and as agents for social change. This symposium focuses on the relation between art and the public domain in the post-industrial societies and more specifically on the transformations during the last 40 years.

The symposium is divided into three sessions. On Thursday evening February 15, Practising Public Space, with Anne Pasternak Creative Time, New York, Marjetica Potrc and Bik Van der Pol. On Friday morning February 16. Theorising Public Space and Politics, with Chantal Mouffe, Maarten Hajer and Gerard Drosterij, in the afternoon, session 3 Theorising Public Space and Art, with Logo Parc, Jeroen Boomgaard, Stephen Wright and Liam Gillick. Sicherheit und Unsicherheit sind keine eindeutig definierbaren Kategorien. In ihrer Unbestimmtheit gestalten und beeinflussen sie dennoch die Strukturen und Funktionsweisen des öffentlichen Raums. Kontrolle und Überwachung führen zu weit reichenden Beschränkungen der persönlichen Freiheiten und mit ihnen beginnen die Grenzen zwischen Privatem und Öffentlichem zu verschwimmen.

Die ortspezifischen Arbeiten der Studentinnen und Studenten des 2. Studienjahres Medienkunst der Hochschule für Grafik und Buchkunst Leipzig gehen auf diese veränderten Bedingungen ein, unter denen sich Sicherheit und Unsicherheit in der Öffentlichkeit bilden. Die im Stadtraum Leipzig präsentierten Projekte, Aktionen und Interventionen interpretieren und hinterfragen diese Thematik auf vielfältige Art und Weise.

Borderlands is a long-term Berlin-based project designed to encourage innovative and experimental public projects by international artists.

Located on the Spree River at the East-West juncture of a former shipping border, Borderlands aims to expand along Berlin’s many cultural and political crossroads, from the Ostbahnhof to the new Hauptbahnhof, from Universal and MTV Germany Head Quarters to the Hamburger Bahnhof museum. Public art will be displayed on the wastelands in-between of major corporate and cultural institutions, such as the Deutsche Architketurzentrum, the Rem Koolhaas designed Dutch Embassy and the Museumsinsel—thus investing and producing a yet to be defined public and/or private space. The intention is to both access and develop a culturally neglected terrain where urban planning is still in the making. Scenarios of communication, transportation and crossings, especially along the water and railroad, play a dominant role in the Borderlands topography.

In close collaboration with the artists invited, Borderlands will reflect on a new, and Berlin-specific relationship between contemporary art practices and the production of urban identities. While an affirmative Hauptstadt uses most public art, and even art institutions such as the Flick Collection, for ambivalent branding purposes, Borderlands aims to foster a less object-oriented and more site-conscious art which seeks integration between politics, architecture and the landscape. With members of the urban managerial class (such as architects, landscape architects, city planners, urban designers, and city administrators), corporate and cultural neighbours of the Borderlands (MTV, Universal, Fashion Institute, the multi-disciplinary arts venue arena, a.o.), and contemporary artists, an integrative cultural network will be developed where aesthetic categories play a major role in the representation and creation of urban identities.

Borderlands is the a Berlin-based initiative to promote art in public space and is conceptually in a tradition of similar international projects such as the Public Art Fund in New York, artangel in London, Nuit Blanche in Paris, and the legendary Münster Sculpture Projects.

In Kooperation mit der Fachhochschule für Architektur in Oldenburg präsentierte das Edith-Ruß-Haus für Medienkunst vom 24. März – 26. März 2006 das Projekt und die interaktive Website »InterSite_Städtischer Raum als medialer Ort«.

Sechs Orte in der Stadt Oldenburg, die als exemplarisch für die meisten deutschen Großstädte betrachtet werden können, wurden zu »Forschungsfeldern«, die sich die Studenten auf ganz individuelle Weise angeeignet und dargestellt haben. Der historische Schlossplatz, der Bahnhof, der soziale Wohnungsbau in der Kennedystraße, die Innenstadt, das Gewerbegebiet am Hafen und eine Siedlung mit Einfamilienhäusern wurden gezeichnet und fotografiert, es wurden Geräusche aufgenommen und Materialien gesammelt. Architektonische und städteplanerische Konzepte blieben in ihrer Auseinandersetzung weitestgehend unberücksichtigt, vielmehr haben die Studenten in persönlichen Eindrücken und Gesprächen mit Passanten und Anwohnern die Lebensqualitäten dieser Orte ausgelotet. Gerüche, Geräusche, Licht und Bewegung wurden zum Maßstab ihrer Zustandsbeschreibungen.

In October 2007, the Urban Screens Conference in Manchester will focus on the potential of creative media content for public information displays, namely LED billboards, plasma or SED screens. Since the first conference on the issue in Amsterdam in 2005, produced by the Institute of Network Cultures and curated by Mirjam Struppek, big screens have entered urban environments almost worldwide. At this year’s transmediale panelists and guests will discuss challenges, problems and promising approaches in content production for urban screens, thus marking out the thematic field of the upcoming conference.

Die Urban Screens Conference, die im Oktober 2007 in Manchester stattfinden wird, stellt die Produktion von kreativen Inhalten für Großbildwände in den Mittelpunkt. Seit der ersten Konferenz, die sich mit urbanen Displays beschäftigte und 2005 in Amsterdam vom Institute for Network Cultures veranstaltet und von Mirjam Struppek kuratiert wurde, hat das großformatige Bewegtbild fast weltweit Einzug in urbane Umgebungen gehalten. Auf der diesjährigen transmediale diskutieren das Panel und Gäste die Herausforderungen, Probleme und vielversprechende Ansätze der Produktion von Inhalten für Großbildwände und leiten damit auch in das Thema der kommenden Konferenz ein.

Speakers/Sprecher: Mike Gibbons is Project Director of BBC Live Events and responsible for the growing BBC involvement in public screens across the UK. He will introduce the idea behind BBC Public Space Broadcasting and present examples of BBC and other public content.

Together with his brother Jan, Tim Edler founded Realities United. They have received international attention with a number of media façades such as the BIX facade in Graz or the temporary SPOTS façade in Berlin. He will talk about the issue of content production for these media facades and future concepts by Realities United.

Zusammen mit seinem Bruder Jan hat Tim Edler Realities United gegründet und international Aufmerksamkeit mit ihren Medienfassadenkonzepte BIX (Graz) und SPOTS (Berlin) erregt. Seven Screens nennt sich das neue Lichtkunstprojekt von Osram. Sieben hochmoderne Lichtstelen in unmittelbarer Nähe des Osram-Hauses in München bieten ab jetzt eine Plattform für Lichtkunst im öffentlichen Raum. Den Anfang machte am 8. November das Künstlertrio Mader|Stublić|Wiermann.
